The VAC color logo looks good on dark backgrounds, assuming the image is not very busy. The key is maintainting contrast around the edges of the letters. In the "bad" example above, the logo gets lost because of the colors in the background. The dark blues and greens blend in with the edges rather than reinforcing them.
In many cases fliers use flat colors in the background. Vivid and eye-catching colors are typical, so you need to be able to work around this to keep the logo recognizable. If the background is any of the logo colors, don't use the color logo. It will get lost. use the monochrome logo, then make it a contrasting color to the background.
Working with light backgrounds or photos is tough. In most cases, don't put the logo on top of a photo. In the "bad" example, the logo is barely visible up close, and from a distance it disappears altogether. The monochrome logo is very flexible, and can be displayed in a dark color on a light background for increased visibility.
